RIA Property

RIA owns two parcels of mainland property in West Alton:
1. At the corner of Rte 11 and Rollins Road there is an Upper Parking lot with a locked gated trailer storage area.
2. Nowicki Point Rd (off Rollins Rd) a water front Lower Parking Lot with an Association launch ramp and docks. This area, commonly referred to as “The Landing”, provides a locked community boat launch and docks for transportation of RIA members and their guests to and from the island.
RIA does not provide trash receptacles, consequently, members are responsible for disposing of all trash and keeping the community areas clean. RIA does provide a commercial portable toilet to maintain sanitary conditions.


Parking Policy

  • RIA members and guests may park vehicles in the upper or lower lots with a valid parking permit only.  Permits for the upper parking lot are orange with white lettering.  Permits for the lower parking lot are white with orange lettering.
  • Permits are numbered/tracked tags that must be displayed/hung on the vehicle rear view mirror for easy identification.
  • Each lot may be issued 2 permits for the upper lot and 2 permits for the lower lot.
  • Parking permits are provided for your island lot(s) and must be transferred or replaced (at your expense) when your property is sold.
  • Worn or damaged parking permits may be returned and replaced at any time at no charge.
  • Lost permits may be replaced for a $50 fee each.
  • RIA members must be in good standing (all annual assessment fees must be paid to date) to use the parking facilities.  If members are not in good standing, vehicles can be removed from RIA property.  Vehicles tagged with permits from members not in good standing will be removed even if a tag is displayed.
  • Should a vehicle be removed from RIA property, the vehicle owner will be responsible for all costs associated with the towing company’s storage and retrieval.

Keys

The trailer storage area and the boat launch ramp are locked and you will need a key for access.
  • Each RIA property owner is entitled to purchase a key upon request. 
  • Keys may be purchased or replaced for a $50 fee.
  • Keys must be turned in to RIA (at your expense) when your property is sold.
Trailer Parking Policy

For 2017:

Lifetime trailer pass: $25 fee if you are purchasing for first time.

  • 1st and 2nd Annual Pass: $100 fee each.  (Residents who have purchased annual passes in 2016 can renew in 2017 up to the number of annual passes purchased in 2016).
  • Those who purchase annual passes, RIA asks that you park your trailers front to back where possible.

    For 2018: (New Policy)

    1st Annual Trailer Pass: $50/year.

    • Starting in 2018, each lot in good standing is eligible to purchase an annual trailer parking pass.  Those who already have a Lifetime trailer passes will automatically be converted to an Annual trailer pass which will renew automatically and billed each October for the following year.
    • If you do not wish to participate in the new annual pass process, please let RIA know before the October 2017 mailing and return your trailer tag(s).

    2nd Provisional/Additional Trailer Pass: $100/year.

    Depending on space, some additional trailer passes may also be available for an annual fee of $100. 

    Other Info on parking policy: 

    • Worn or damaged Annual Trailer Tags may be returned and replaced at any time at no charge.
    • Lost Trailer Tags may be replaced for a $100 fee.
    • Additional trailer stickers may be purchased annually based on availability.
    • If a member purchases an annual pass, this annual pass will be automatically renewed through member dues in October in successive years.  This pass will be an assigned metal plate to the member.   If the member does not want to renew this pass, they will need to return this plate to RIA.   If the member desires a provisional/additional annual pass, this will still need to be requested annually.  
      • All trailers on RIA property must display a valid Trailer Tag or Annual sticker whether inside or outside the fenced trailer storage area.
      • All boats stored on RIA property must be on a trailer.
      • 30 days after the Association’s Annual Meeting, on the 4th Saturday of each June, trailers without a valid Trailer Tag or a current Annual Tag/Sticker will be removed from RIA property. 
      • RIA members must be in good standing (all annual assessment fees must be paid to date) to use the trailer storage facilities.  If members are not in good standing, trailers can be removed from RIA property.  Trailers belonging to members not in good standing will be removed even if properly tagged or stickered.
      • Should a trailer be removed from RIA property, the trailer owner will be responsible for all costs associated with the towing company’s storage and retrieval.
      • The trailer storage area is an “actively used” facility.  It is not to be used as a long-term storage area for unused or unwanted boats and trailers.
      The trailer storage area is not accessible during winter months due to snow build-up in front of the gated entrance.

        Boat Launch Ramp

        • The launch ramp is used for launching boats and can be fairly busy during the summer.  Do not leave your trailer or vehicle on the ramp unattended. 
        • When launching your boat, relock the gate when you are finished.

        Community Dock

        • The community dock may be used for picking up or dropping off guests only.  The dock is actively used and boats should NEVER be left unattended. 
        • When waiting for guests, please be courteous and wait off the dock until your guests arrive.
        • Commercial barges are prohibited from loading material or equipment.
